Question: Why is the Senate composed of only two representative from each state?

The Senate of the United States shall be composed of two Senators from each State, ... and each Senator shall have one Vote.

Representation in the Senate

The composition of the legislative branch was vigorously debated during the Constitutional Convention. The two factions of the debate argued over whether the representation would be based on population, which favored the larger states, or equal representation of the states, which favored the small states. The smaller states were concerned that if the representation was based on population that the larger states would easily dominate the smaller states and their interest would not be protected. Emerging from this debate came the Connecticut Compromise. Each state would have equal representation.

In the previous government of the Confederacy each state was represented by members selected by each state. When voting each state's vote was determined by the majority of the state's representatives, block voting. As was often the case, if there was an even number of representatives present from a particular state at the time of the vote, and the delegates could not agree on how to vote, the state would go unrepresented in the vote. To rectify this problem the Founders chose to give each senator their own vote.
